Additional Authorised User Initiative

To meet the wider access requirements generated by new user groups, JISC Collections is providing a new framework for negotiating and licensing online resources. This will enable institutions and the publishers who supply them to manage this extended access in an orderly and legally robust manner.
Information on JISC Collections' progress against these objectives is provided through the traffic light system (see below). Institutions can see at a glance which publishers and content providers have agreed to the new definition of 'Authorised User' in the current Model Licence and which have agreed in principle to the new 'Additional Authorised User Licences' for educational purposes and/or commercial purposes. Please refer to the list of NESLi2 publishers to see which journal publishers have agreed to these new definitions in the current Model Licences and in principle to the 'Additional Authorised User Licences' for the electronic journal agreements.

Key to Definitions
- The "Revised Definiton of 'Authorised User' in the current Model Licence" to include the following:
Teachers of Authorised Users: Teachers of an institution's students who are not employed by the institution.
Retired Members of Staff: Retired members of staff of a subscribing institution.
- " Additional Authorised User Licence - Educational Purposes": means that the use of this licence will provide the framework for institutions to pay for an upgrade to the Model Licence to cover defined user groups, studying and teaching in Partner Organisations within the UK and overseas.

Additional Authorised User Licence - Commercial Purposes": means that the use of this licence will provide the framework for institutions to pay for an upgrade to the Model Licence to allow access for small and medium size enterprises (SMEs), funded or affiliated to an institution for the purpose of commercial research and development.
